Bauchi CSC Dismisses Messenger for Absenteeism, Warns Civil Servants Against Indiscipline

The Bauchi State Civil Service Commission (CSC) has dismissed Yusuf Ibrahim Adamu, a Messenger in the State Civil Service, for allegedly absconding from his duty post without official permission.
The decision was taken during the Commission’s plenary session, No. CRA.MTG.30.2026, held on Thursday, September 3, 2026, at the Commission’s Conference Hall in Bauchi.
According to the Commission, the dismissal followed due consideration of the circumstances surrounding the officer’s prolonged absence and was carried out in accordance with the provisions of the Public Service Rules governing discipline and conduct in the public service.
Yusuf, who served with the Commission, was described as a habitual absentee. The Commission said he had previously been issued queries and warning letters over his conduct but failed to change his behaviour.
His actions were consequently deemed to constitute gross misconduct and a violation of Bauchi State Public Service Rule 0327(v).
Speaking on the decision, the Chairman of the Commission, Dr. Ibrahim Alhaji Muhammad, mni, said the disciplinary action formed part of the Commission’s continued efforts to strengthen discipline, accountability and professionalism within the state civil service.
Dr. Ibrahim stressed that the Civil Service could only effectively fulfil its mandate when officers remained committed, disciplined and dedicated to their assigned responsibilities.
He warned that the Commission would not tolerate acts of indiscipline, including habitual absenteeism, abandonment of duty and failure to comply with lawful official directives.
The Chairman emphasised that every civil servant has a responsibility to report to duty regularly and contribute meaningfully to the effective implementation of government policies and programmes.
He, however, assured responsible and dedicated civil servants that the Commission would continue to protect their rights and welfare, while taking appropriate disciplinary measures against officers found to have violated the rules of the service.
Dr. Ibrahim therefore urged all civil servants in Bauchi State to strictly adhere to the Public Service Rules, maintain high standards of professionalism and remain committed to delivering quality public services to the people.
He reaffirmed his commitment to building a disciplined, efficient and result-oriented Civil Service capable of supporting the development agenda of the Bauchi State Government.
Commission Approves Promotions, Conversions and Upgrades
In another development, the Commission approved more than 15 cases involving the promotion, conversion and upgrading of officers during the sitting.
Among those affected were an Assistant Chief Executive Officer (Accounts) and a Statistical Officer on Grade Levels 13 and 07 respectively.
The Commission also approved the conversion and promotion of an Assistant Data Processing Officer on GL06 to Executive Officer (Accounts) on GL07.
Similarly, a Student Health Information Officer was converted, upgraded and promoted to the position of Medical Record Officer on GL08.
Other beneficiaries included Student Medical Records Technicians, Student Nutrition Officers, Health Information Officers, Dental Technicians and Health Education personnel, who were upgraded to positions including Nutrition Officers, Medical Records Officers, Health Educators II and I, and Dental Technicians on Grade Levels 8 and 7.
The Commission said the cases considered during the sitting were recommendations submitted by various Ministries, Departments and Agencies, including the Bauchi State Specialist Hospital Board (BSSB), Hospital Management Board (HMB) and the Civil Service Commission.
A total of 17 cases were considered and fully deliberated upon by the Commission.
The latest disciplinary and administrative decisions underscore the Commission’s stated commitment to enforcing public service regulations while rewarding career progression and professional development among deserving civil servants in Bauchi State.
